A conundrum indeed. It seems to me that the only model with any hope of succeeding would be the C-Span remedy...an industry-based entity that aspires to provide the service for the good of all. We know, however, such a structure is susceptible to the same issues of collective versus individual as are most things in our society. Just as the Sci-fi world has often predicted, we are doomed by our unending efforts to destroy ourselves.
