The state doesn't follow the Constitution or even its own laws. Does the Supreme Court matter if no one pays attention to its rulings?
Power comes down to force. The Supreme Court has no force, no guns, no police, no army. All SCOTUS has is ink on paper and lawyers who make money off of SCOTUS decisions or non-decisions. The Legal Guild has a nice racket going.
